Yes, there is a minimum, and it is set by the country your account is registered in rather than by the currency you collect in.

Amounts are in the currency of that country. If your country is not listed, request a payout and the dashboard will tell you if the amount is too low.
What happens below the minimum
A payout you request below the minimum is refused straight away. It is not queued and it is not paid later in a batch.
The money is not stuck, though. It stays in your balance and goes out on your automatic payout schedule once enough has come in, so in practice a small balance simply waits for the next donation rather than for you to do anything.
If you want it sooner, the only thing that changes the outcome is more donations clearing, not a second payout request.
